Mine would only build 32 psi on hot tunes, but its an 03 so it doesn't have the wastegate blockoff solenoid the 04.5 and newer CRs have. Regardless I would try what grunt suggested or put a pair of vice gripes on the rubber line that feeds the wastegate.
