WebRE8'S is harder because it is more rigid in it's design and enemy layout. It also has a bit of RNG too. RE4 Mercenaries is very easy minus using Leon. But I would much rather play it than RE8's. This is because RE4 has more character variety, more fun stages, is more frantic, and feels like an actual fun side mode with lots of enemies to fight.
